01 19 CFR Part 18: In-Bond Transportation & Bonded Carrier Liability
Moving un-entered freight under an in-bond document (CBP Form 7512 / IT, IE, or T&E) allows shipments to travel through the United States to another domestic port or export terminal without paying immediate customs duties. However, the bonded carrier assumes strict legal liability under its continuous customs bond (Activity Code 2 or 3).
Under modern CBP In-Bond regulatory changes, bonded freight must arrive at the destination port within exactly 30 calendar days of origin port departure. Crucially, arrival must be electronically reported to CBP within 2 business days of physical receipt at the designated destination FIRMS (Facilities Information and Resources Management System) facility. Delivering to an unapproved facility or failing to report arrival within the 2-day window constitutes an unauthorized diversion, triggering severe liquidated damages assessed directly against the carrier's surety bond.
Authorizes transport from port of entry to destination port where commercial customs entry will be finalized. Failure to deliver within 30 days triggers demand for redelivery.
Covers cargo transiting through the US between foreign points (e.g., Canada to Mexico or Asia to Europe via US landbridge). Unauthorized domestic offloading carries 3x cargo value penalties.
Permits direct export from the port of arrival without transit to an interior port. Proof of foreign lading must be filed electronically within 30 days.
