DoD Defense Munitions Constant Surveillance Service (CSS) Audit

Pre-trip security readiness, dual-driver armed attendance verification, Defense Transportation Tracking System (DTTS) tethering, and DD Form 626 physical inspection protocol.

SDDC DUAL-DRIVER MANDATE

24/7 Continuous Physical Attendance

Under SDDC Freight Traffic Rules Publication (MFTRP No. 1C), Constant Surveillance Service requires two qualified, security-vetted drivers. A qualified driver must remain within 25 feet of the conveyance with an unobstructed line of sight at all operational halts, fueling stops, and meal intervals.

DTTS TELEMATICS TETHER

TRANSCOM Satellite Pings & Duress

Continuous telematics feeds must transmit geo-coordinates to the Defense Transportation Tracking System every 15 to 30 minutes. In-cab covert panic duress buttons and automated route corridor deviation alarms notify the SDDC 24-hour Watch Center immediately upon anomaly detection.

DD FORM 626 GATE RIGOR

Zero-Tolerance Vehicle Inspection

Prior to loading munitions at military arsenals or ammunition depots, the motor vehicle must pass a rigorous 3-section mechanical inspection: steering, dual 10-BC rated fire extinguishers, brake adjustment, wiring integrity, trailer floorboards, and fifth-wheel locking mechanisms.

CSS Pre-Dispatch & En-Route Readiness Audit Matrix

Audit security parameters, driver credentials, and telematics integration against DoD SDDC standards.

Compliance Score: 100% READY
Defense Munitions Dispatch Authorization

Audit results generate an SDDC-compliant pre-trip electronic certificate stored directly in Exspeedite TMS load files.

01. SDDC Security Service Standards

  • • Dual Driver Requirement: A minimum of two qualified drivers on the motor vehicle at all times while cargo is loaded.
  • • Continuous Observation: When moving, both drivers remain vigilant. When parked outside a secure safe haven, one driver must be awake and within 25 feet of the vehicle with clear line of sight.
  • • In-Transit Communication: In-cab voice comms and digital DTTS telemetry required at all times. Cellular dead zones require pre-filed check-in schedules.

02. DD Form 626 Key Checkpoints

  • • Fire Equipment: Two fully charged fire extinguishers with a minimum rating of 10-B:C each, mounted securely and clearly visible.
  • • Tire Conditions: Minimum 4/32 inch tread depth on steer tires, 2/32 on drive/trailer; no cuts, fabric exposure, or tire pressure deviations > 5 PSI.
  • • Cargo Space Integrity: Clean, dry floorboards with no protruding nails, sharp metal edges, oil/fuel contamination, or cracked decking.
