High-Hazard Explosives Designated Safe Haven Routing Guide
Mandatory 49 CFR § 397 highway routing protocols, government-cleared safe havens, urban population avoidance, and emergency fire evacuation perimeter engineering.
Highway Routing Mandates
Vehicles transporting Division 1.1, 1.2, or 1.3 explosives must operate over designated state-preferred or interstate routes that minimize transit times and avoid heavily populated urban areas, narrow tunnels, alleys, and narrow residential streets.
Unattended Parking Exceptions
Under 49 CFR § 397.5, an explosive transport vehicle may ONLY be left unattended in an officially designated safe haven: an area pre-approved in writing by local, state, or federal authorities with continuous perimeter security and fire surveillance.
Mass Fire Standoff Radii
In the event of an engulfing vehicle fire involving Division 1.1 or 1.2 materials, firefighting efforts must NOT attempt extinguishment. Immediate emergency standoff evacuation perimeter of 1 mile (1,600 meters / 5,280 feet) in all directions must be enforced immediately.

01. 49 CFR § 397 Routing Compliance
Motor carriers must prepare written route plans before departure for all Division 1.1, 1.2, and 1.3 loads.
- ✓ Must furnish a copy of the written route plan to the driver before trip commencement.
- ✓ Driver must verify route compliance and sign off on route deviations resulting from detours or emergency closures.
- ✓ Carriers must retain completed route plans and verification records for a minimum of 1 year.
02. Safe Haven Designation Criteria
A parking facility qualifies as an approved safe haven under 49 CFR § 397.5 ONLY if:
- ✓ Designated in writing by the government authority having jurisdiction (military base, municipal fire marshal, port authority).
- ✓ Protected by continuous physical security, high-security perimeter fencing, and 24-hour guarded access control.
- ✓ Maintains dedicated Class 1 explosives parking pads segregated from general cargo and petroleum handling areas.
